这两句一样!这是一种不完全否定（部分否定）用法。当not与all,
both,
each,every,always及every的复合词连用时，无论not放在主语部分还是谓语部分，都表示不完全否定，意为“并非都。。。，并非总是。。。”，以放在主语部分更加常用。for
eaxample:;
Not
all
the
peiople
go
in
for
sports.(All
the
people
don't
go
in
for
sports.)并非所有的人都喜欢运动。
Honesty
is
not
always

policy.
诚实未必总是上策。
