But for ...（要不是......）在本句中它是一个介词词组，它的宾语是the situation。 where是引起一个定语从句，在这个定语从句中所叙述的（许多蔬菜生产地区遇到了低温）是事实，所以它不是虚拟语气。后面主句用了虚拟语气things would not be like this.
